Maj. David Neal, of the Pike County Sheriff’s Office Criminal Investigation Division, said the charges are related to three separate incidents with three different children.
“They (the three victims) are family members,” Neal said.
The investigation is ongoing, and while Neal said he does not want to speculate, additional charges are possible.
Boutwell was being held in the Pike County Jail.
