This first meeting was set in the state legislation allowing the creation of the new Airport Authority. The meeting is open to the public, with a time for public comments scheduled at the end of the meeting.
The agenda for the meeting includes a swearing in of all nine members, the election of officers, creation of committees, appointments to those committees and setting a schedule and location for regular meetings. Based on the agenda the board will have a chairperson, secretary-treasurer and a vice-chairperson and the following committees: Budget & Finance, Property & Assets, Personnel, and Legal & Insurance.
The nine members were appointed by the City of Griffin and Spalding County commissioners, including two commissioners each from the city and county. The commissioners’ terms on the Authority coincide with their elected terms, with the initial terms of the other five members staggered between two and six years, with subsequent appointments for six-year terms, and the city and county alternating on making the appointments to Post 9.
The members of the Griffin-Spalding County Airport Authority are:
Post 1, County Commissioner Raymond Ray; Post 2, City Commissioner Joanne Todd, Post 3, County Commissioner Eddie Freeman; Post 4, City Commissioner Dick Morrow; Post 5, a county appointment which expires Dec. 31, 2018, is Larry Johnson; Post 6, a city appointment which expires Dec. 31, 2017, is Keith Smith; Post 7, a county appointment which expires Dec. 31, 2016, is Carl Pruett; Post 8, a city appointment which expires Dec. 31, 2015, is Brett Lavender; and Post 9, a county appointment which expires Dec. 31, 2014, is Ron Alexander.
Smith, Pruett, Johnson, Lavender, Freeman and Morrow were members of the Griffin-Spalding County Airport Advisory Board, which is replaced by the new Airport Authority. Alexander is a current tenant and business owner at the airport, as well as owner of Candler Field Museum and the Peach State Aerodrome in Williamson.
Griffin City Attorney Drew Whalen and Spalding County Manager William Wilson Jr., are scheduled to address the Authority, with Wilson to address the purpose and role of an airport authority.
The city and county requested the new authority be created, according to the legislation operate the existing airport as well as to get the new airport built. As an authority, it can issue bonds which will likely be used to by the land and pay for the construction of the new airport.
The project is included in the transportation sales tax, and if the T-SPLSOT is approved by voters, the Airport Authority could issue tax anticipation bonds to be paid back with the revenue from the T-SPLOST designated for the new airport.
