Parks was nominated by a previous recipient in another city department, explained Police Chief Frank Strickland. Rita Bagwell was named recipient for January for her efforts in collecting outstanding debt when fraudulent leases were presented in the Electric Department Contract Desk.
“Sam was the other half of that,” Bagwell said.
