Flournoy is the executive secretary for City Manager Kenny Smith. He said the “position is unique. She has 23,459 bosses — 23,451 citizens, seven city commissioners and me, which in itself makes it a stressful environment.”
Smith said Flournoy “handles a myriad of citizen contacts — everybody who walks into City Hall in my office.”
