There were questions regarding the constitutionality of local governments regulating firearms in any manner. City Attorney Drew Whalen explained the ordinance passed in June was a sample ordinance from the Georgia Emergency Management Agency.
It basically allows the city manager to respond in the event of a declared emergency without having to convene the city commission first and to implement emergency measures to protect life and property and bring the emergency situation under control. It is also an effort to coordinate emergency management and response with GEMA and the Spalding County Emergency Management Agency.
