Commissioner Bob Gilreath put the matter on the agenda for Monday’s meeting, asking the board to approve adjustment of sanctions rendered to County Rock Bar & Grill, 2700 North Expressway, Griffin, to allow issuance of a new consumption on premises license.
Following a license revocation hearing earlier this year for violations that took place in January including underage sales, which was the second offense at the location within the past three years, the board voted to revoke the alcohol license and per county ordinance prohibit a license from being issued at the location for 12 months.
At the Oct. 15 meeting, Gilreath said “it was an asinine ordinance, the building didn’t create the violations.”
According to the minutes of the March 9 revocation hearing, Gilreath seconded Commissioner Raymond Ray’s motion to terminate the license and impose $4,000 in fines, which was approved unanimously, 5-0.
At the Sept. 17 meeting, Justin Wynn, a former manager at the Country Rock first approached the board about allowing a license at the site. He had told the board he looking to operate the club at the location, and according the minutes from that meeting, “He further stated that he has hope to purchase the property in the near future.”
Wynn’s purchase has been disputed by property owner Bill Plemmons through his real estate agent, Kathy Slade. Plemmons and Wynn spoke with County Manager William Wilson Jr. and County Attorney Jim Fortune at the end of the October meeting and were told it was unlikely the restriction would be lifted and they would have to get a commissioner to put the matter on the agenda.
Also at Monday’s meeting the board is scheduled to take up renewal and/or issuance of several alcohol licenses as well as the second and final readings of several ordinance changes regarding animals, alcohol sales and employee benefits.
The proposed amendments to employee benefits would create one of two new sections as recommended by the Budget Review Committee. Section 7 entitled Employee Incentive Program, will only be paid the incentive if the recommended action meets all the criteria, conditions and the incentive is awarded by the commissioners at a meeting, Wilson explained last month.
The proposed changes regarding animals, “Definitions,” “Dangerous Dogs” and “Cruelty to Animals” in the county ordinance would be struck in their entirety and replaced with new sections. The changes bring the county ordinance in line with state law, changing language in the ordinance on potentially dangerous and dangerous dogs to either dangerous or vicious dogs.
The changes to Articles A, B and C under Licensing & Regulation, Chapter 1. Businesses & Occupations would be amended regarding “Sale of Malt Beverages & Wine,” “Retail Liquor Package Stores” and “Sale of Alcoholic Beverages for Consumption on Premises.”
Fortune said last month this change extends the number of people have to attend Responsible Alcohol Sales and Service training to include the licensee and manager, tightens up in house training and specify that all employees trained must state under oath, they had, understood and received the training material.
